Serve as the civilian personnel coordinator/liaison to management and staff for human resources (HR) matters concerning West Point Health Service Area (HSA) personnel. Oversees and ensures timely and correct coordination and submission of requests for personnel actions and serves as the liaison between the HSA and the servicing Civilian Personnel Advisory Center (CPAC), Regional Health Command (RHC) and Medical Command (MEDCOM). Provide guidance to management regarding civilian personnel programs to include, but not limited; to position classification, management, staffing, management-employee relations, benefits and training. Interpret regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions. Create, monitor and track all Request for Personnel Actions (RPAs). Create RPAs for unique hiring or internal actions. Maintain status and full visibility of all RPAs, and follows up to ensure timely completion and keep managers and staff abreast of status. Coordinate personnel actions with resource management personnel when necessary, and assists with maintaining TDA integrity. Resolve differences and provides clarification between the servicing CPAC and management officials; provide liaison with CPAC to resolve issues and problems with submitted actions.
